State of Emergency (PS2, 2002) is a riot simulator cranked to 11, dropping you into anarchic city crowds to smash, shoot, and incite chaos for a rebel faction. With hundreds of NPCs on-screen (a technical feat at the time), its arcadey missions range from rescuing hostages to pure destruction—think Grand Theft Auto meets The Warriors, but with clunky controls and shallow depth. A guilty pleasure for its over-the-top violence, though more novelty than lasting appeal.
